Default 98 VN1500E1

Bought a 1998 VN1500E1 with about 24K miles on it. Worked OK for a couple of
days but now she will not turn over. With the ignition on, and the engine
run switch in the run position everything except the headlight comes on.
When I hit the starter switch, I get a chatter from under the fuel tank and
nothing else. Removing the instrument cluster allowed me to put my fingers
on what I believe to be the fuel pump and I can feel it vibrating in time
with the chattering. All fuses in the junction box under the seat are good
as is the fuse at the starter relay. Turn signals work, brake light works,
everything seems good excpet for, no headlight, that chattering and she
won't run over. My thinking is bad fuel pump, but would a bad fuel pump
prevent the bike from turning over?
